Romania adopts new law to combat femicide
Presidential approval marks step toward stronger legal protection against gender-based violence

The law against femicide (lege împotriva femicidului) was officially promulgated by Romanian president Nicușor Dan on Thursday, April 23, one month after it had been adopted by Parliament. The legislative measure introduces a framework of actions aimed at preventing and addressing severe forms of violence against women, reflecting growing concern over gender-based crimes.
The promulgation of the bill marks a significant development in Romania’s legal system, as it formally recognizes the need for targeted measures to combat femicide (măsuri pentru combaterea femicidului). By signing the law, the president enabled its entry into force, making it part of the national legal framework designed to protect vulnerable individuals and address systemic issues related to violence.
Femicide, understood as the killing of women because of their gender, has increasingly become a topic of public debate across Europe. The adoption of this law reflects a broader effort to strengthen legal protection mechanisms (mecanisme de protecție juridică) and align national policies with international standards on human rights and gender equality. Such measures are often part of wider strategies to prevent domestic violence and improve institutional responses.
The legislative initiative was adopted by Parliament following discussions on the need for clearer definitions and more effective intervention tools. By introducing specific provisions, authorities aim to improve the identification, prevention, and prosecution of such crimes. This contributes to a more comprehensive justice system response (răspuns al sistemului de justiție) to cases involving violence against women.
In addition to legal provisions, combating femicide requires coordinated action between multiple institutions, including law enforcement, social services, and the judiciary. Effective implementation of the law depends on proper training, resource allocation, and cooperation among these actors. This highlights the importance of a multidisciplinary approach (abordare multidisciplinară) in addressing complex social issues.
The adoption of the law also reflects increasing awareness within society about the impact of gender-based violence. Public discourse and advocacy efforts have played a role in bringing attention to the issue and encouraging legislative change. Strengthening prevention measures and support systems for victims is essential in reducing the incidence of such crimes.
At the European level, several countries have taken steps to introduce or refine legislation addressing femicide and domestic violence. Romania’s initiative places it within a broader trend of reinforcing legal frameworks to ensure greater protection and accountability. Aligning national laws with European and international standards contributes to more effective and consistent policies.
The implementation phase will be crucial in determining the effectiveness of the new law. Authorities will need to ensure that the provisions are applied consistently and that victims have access to adequate support services. Monitoring and evaluation mechanisms may also be introduced to assess the impact of the measures over time.
In conclusion, the promulgation of the law against femicide represents an important step toward strengthening Romania’s legal response to gender-based violence. By establishing clearer rules and reinforcing institutional cooperation, the country aims to enhance victim protection (protecția victimelor) and promote a safer environment for all.
