Romania expands regional influence through Giurgiulesti port acquisition
Constanța port authority takes control of Moldova’s only seaport in strategic move

Romania has taken a significant step in strengthening its regional logistics position, as the National Company Administration of Maritime Ports completed the acquisition of port operations (achiziția operațiunilor portuare) at Giurgiulesti, the Republic of Moldova’s only seaport. The announcement was made by transport minister Ciprian Șerban, confirming that the Romanian port authority has taken over the operator Danube Logistics from the European Bank for Reconstruction and Development.
The transaction represents a major development in cross-border infrastructure integration (integrare a infrastructurii transfrontaliere), linking Romania’s major maritime hub in Constanța with Moldova’s access point to the Danube. Giurgiulesti plays a critical role for Moldova, as it provides the country with direct access to international maritime routes despite its otherwise landlocked geography.
The involvement of the port authority (autoritate portuară) managing Constanța, Midia, and Mangalia highlights Romania’s intention to consolidate its position as a key transport and logistics hub in the region. By integrating Giurgiulesti into its network, Romania can enhance cargo flows and optimize transport routes between Central and Eastern Europe.
A key aspect of the project is the potential development of a road transport connection (conexiune de transport rutier) linking Giurgiulesti to the European road network. Plans include the construction of a motorway or expressway, which would significantly improve connectivity and facilitate faster movement of goods between Moldova and EU markets. This infrastructure upgrade could boost trade efficiency and reduce logistical bottlenecks.
The acquisition also reflects broader economic and geopolitical considerations. Strengthening transport links with Moldova is seen as a strategic priority, particularly in the context of regional stability and economic cooperation. Improved access to European infrastructure networks can support Moldova’s economic development and integration with EU markets.
From an economic perspective, the integration of the two ports may lead to increased trade capacity (capacitate comercială) and improved supply chain efficiency. Constanța is already one of the largest ports on the Black Sea, and expanding its operational reach can further enhance its competitiveness. Giurgiulesti, although smaller, holds strategic importance due to its location on the Danube and its role in facilitating trade for Moldova.
The deal also demonstrates the role of international financial institutions such as the European Bank for Reconstruction and Development in supporting infrastructure development and economic transition in the region. By transferring ownership to a regional operator, the project enters a new phase focused on operational integration and expansion.
In addition, the project may have long-term implications for regional logistics corridors, particularly those connecting the Black Sea region with Central Europe. Efficient port operations and improved transport links can contribute to the development of alternative trade routes and strengthen economic resilience in the face of global disruptions.
The integration process will likely require coordination between multiple stakeholders, including governments, transport authorities, and private sector partners. Ensuring efficient management and continued investment will be essential to fully realize the benefits of the acquisition.
In conclusion, the takeover of Giurgiulesti port operations by Romania’s Constanța port authority represents a strategic move to enhance regional connectivity and economic cooperation. By strengthening infrastructure and expanding its logistics network, Romania is positioning itself as a central player in regional trade and transport development.
